Canada is one nation but these days it looks like two commercial real estate markets.

There is the west where demand continues to soar, aided but a booming resource market, and then there is the east, which continues to tread water as it attempts to keep a lid on vacancies.

?It really is black and white,? said Ross Moore, national research director at CB Richard Ellis Canada, which will release its third quarter results next week?showing a stark contrast between everything west of Ontario and the rest of the nation.

On the key measure of the amount of space absorbed by businesses in the third quarter ? considered the ultimate barometer of demand ? the west wins handily.

In the third quarter the west absorbed 621,275 square feet of space while the east was a negative 154,872. Year to date about 3.2 million square feet of demand have been absorbed out west compared to about 682,000 in the east.

The numbers are mirrored in the industrial space segment of the market. In the third quarter western Canada absorbed almost 4.5 million square feet while the east was negative 400,000. Year to date, the west has absorbed 8 million square feet of industrial space to the 2.7 million to the east.

?It?s all about western Canada. You take western Canada out and we would be going backwards,? said Mr. Moore.

He said despite the gains made out west it was probably a disappointing quarter for the overall Canadian real estate sector. ?I think the message we have is we probably borrowed from the future a bit last year,? said Mr. Moore.

The top downtown office markets in the country were Waterloo, Edmonton and Montreal based on the absorption of space. Calgary was the top suburban market, and without it the entire country would have seen negative absorption in the third quarter of the year.

For the year Toronto is the only city in the country with negative overall office absorption but Mr. Moore thinks the Greater Toronto Area might make it to a flat year by the end of 2012.

?I think the GTA had a fantastic 2011,? said Mr. Moore, adding many of those businesses which might have signed leases in 2012 were already committed to contracts a year earlier.

While Montreal?s downtown office market showed strength in the third quarter, it?s too early to tell whether the impact of having a separatist party in power in Quebec will change that.

?Our Montreal office has said they have noticed that things have come off a little bit but there is a wait and figuring out what this government really means,? said Mr. Moore.

Investment activity may finally be slowing. The $14.3-billion in transaction in the first two quarters of 2012 was the best showing for a half year ever and 27% ahead of 2011. ?We won?t Error: Break shortcode syntax invalid, 2007 was an incredible year and we?ve come off a bit,? he said.

Mexico catches alleged drug capo 'El Taliban'

MEXICO CITY (AP) ? Mexican officials say they have struck a major blow against a faction of the hyper-violent Zetas cartel, arresting one of the country's most-wanted drug traffickers, Ivan Velazquez Caballero, known as "El Taliban," and placing him on display in a Thursday morning press conference.

Velazquez Caballero allegedly has been fighting a bloody internal battle with top Zetas' leader Miguel Angel Trevino Morales, and officials have said the split was behind a recent surge in massacres and shootouts, particularly in northern Mexico.

Masked marines displayed the burly, handcuffed suspect alongside two alleged accomplices and a table of guns and other contraband seized during his arrest.

Velazquez Caballero is the third alleged cartel leader to be taken into custody this month. All are accused of leading factions of the Gulf Cartel or Zetas, former allies now feuding over valuable smuggling territory along the U.S. border. The alleged heads of the two main factions of the Gulf group, Mario Cardenas Guillen and Jorge Eduardo Costilla Sanchez, were also seized in Navy operations in northern Mexico.

In the waning months of President Felipe Calderon's presidency, the arrests add to the list of cartel figures taken out of action as part of his U.S.-backed strategy of removing the leadership of drug-smuggling organizations.

Calderon and the Obama administration say the strategy is working, but many independent groups say it has helped fuel a massive surge in violence nationwide by fracturing and destabilizing cartels and spawning deadly fights over territory.

The Zetas are one of Mexico's two most powerful cartels. The head of the other, Sinaloa cartel head Joaquin "El Chapo" Guzman, remains free, and there have been far fewer arrests of his associates.

Navy spokesman Jose Luis Vergara said marines acting on unspecified intelligence were conducting patrols in a neighborhood in the city of San Luis Potosi when they spotted a group of men leaving a house. When the men spotted the marines, they moved suspiciously back into the house, Vergara said, and marines followed, arresting Velazquez Caballero and two other men inside.

Also known as "Z-50," Velazquez Caballero has a 30 million peso ($2.3 million) reward on his head.

The arrest could calm some of the brutal violence that has hit northern states such as Zacatecas and San Luis Potosi in recent weeks, although Mexican officials said they believed fighting could restart in coming weeks or months as a fight begins for Velazquez Caballero's former territory.

On Sept. 14, eight men were found shot to death and one hanging from a bridge in Nuevo Laredo, territory officials say was traditionally controlled by Trevino Morales, alias "Z-40." Analysts say 14 bullet-ridden bodies stuffed in a van in mid-August in San Luis Potosi were men loyal to "El Taliban," and may have been left there as a warning by Trevino Morales' underlings.

Discussing recent fighting, a U.S. official in Mexico who could not be named for security reason said earlier this week that "I think right now the uptick that I'm seeing is between '40' and '50'," referring to Trevino Morales and Velazquez Caballero by their "Z'' aliases.

The Zetas cartel takes its name from a police radio code in which "Z'' means "commander," and a number refers to rank.

The official said Velazquez Caballero appeared to have formed an alliance of convenience with the Knights Templar cartel based in southern Michoacan state for his fight with Trevino Morales. A Mexican Navy official, speaking on condition of anonymity because of the sensitivity of the information, said Mexican officials had heard the reports of the alliance but had yet to confirm them.

Banners signed by various elements of the Zetas and hung from overpasses in several Mexican states appeared to confirm mutual hatred between Trevino Morales and Velazquez Caballero. In the obscenity-laden banners, the two accused each other of betraying fellow traffickers and preying on civilians.

The development could strengthen Trevino Morales, who shares allegedly leadership of the Zetas with Heriberto Lazcano, alias "El Lazca." Vergara said Velazquez Caballero had controlled drug-smuggling territory in the states of Zacatecas, Aguascalientes and parts of Guanajuato and Coahuila, and also commanded Zetas foot soldiers in the city of Monterrey. Velazquez Caballero was also described as the one-time financial head of the Zetas, with responsibility for the group's money laundering.

Vergara confirmed Velazquez Caballero had feuded with Trevino Morales, and said he had been seeking an alliance with the Gulf Cartel.

The U.S. official played down recent speculation that Trevino Morales and Lazcano had also fallen out.

"I'm not familiar with a fight between him (Trevino Morales) and Lazca," the official said. "I think he and Lazca ? Lazca is doing his thing and he is doing his, and they're still together from what I understand."

Lawmen and even competing drug capos picture Trevino as a brutal assassin who favors getting rid of foes by stuffing them into oil drums, dousing them with gasoline and setting them on fire, a practice known as a "guiso," a Spanish word for "stew."

The Zetas are already considered the hemisphere's most violent criminal organization. They have been blamed for a large share of the tens of thousands of deaths in Mexico's war on drugs, though other gangs also have repeatedly committed mass slayings.

Running gun battles between Navy personnel and gunmen broke out late Wednesday in the border city of Piedras Negras, across the border from Eagle Pass, Texas.

Officials in the border state of Coahuila confirmed the shootouts, and state security spokesman Sergio Cisbeles said the confrontation was serious, but he could not immediately confirm whether there anyone was wounded or dead.

The Zetas have been known to be active in Coahuila state, but it was unclear whether the confrontations in Piedras Negras were related in any way to the capture of Velazquez Caballero.

Photos of two rock outcroppings taken by the rover's mast camera between the north rim of Gale Crater and the foot of Mount Sharp reveal gravel embedded into a layer of conglomerate rock. The shape of the small stones indicate to NASA JPL scientists that they were previously moved, and their size (think from grains of sand to golf balls) are a telltale sign that water did the work instead of wind. Evidence of H2O on Mars has been spotted before, but this is the first direct look at the composition of riverbeds NASA has observed from above.

According to Curiosity science co-investigator William Dietrich, it's estimated that water flowed at the site anywhere from thousands to millions of years ago, moved at a clip of roughly 3 feet per second and was somewhere between ankle and hip deep. "A long-flowing stream can be a habitable environment," Mars Science Laboratory Project Scientist John Grotzinger said. "It is not our top choice as an environment for preservation of organics, though. We're still going to Mount Sharp, but this is insurance that we have already found our first potentially habitable environment."

Automation Parts: Adhesives Make Car Repair Easier

Adhesive technologies are increasingly used in the car industry and in vehicle repair shops. Adhesive bonding is replacing conventional joining techniques such as welding, riveting or bolting. This not only increases safety but also simplifies many production operations. At Automechanika 2012, Henkel will be presenting recent product innovations and a broad product portfolio for reliable car repair in OEM quality.

Henkel has developed two new high-performance adhesives for repairing plastic components on vehicles and for bonding body parts. The new products are particularly low in emissions and thus offer excellent health and safety attributes. More and more automotive components ? from bumpers, fenders and spoilers to the fuel flap ? are made from plastics of every kind. If these components crack or break, then a dependable adhesive is required.

Teroson PU 9225 SF ME and Teroson PU 6700 ME
Mixing the two-component adhesives is extremely easy thanks to a special mixing nozzle that is used to apply them. The two components are mixed automatically in the nozzle, ensuring the optimal quality of the adhesive during application. Teroson PU 9225 SF ME can be used to repair all plastic parts on the vehicle exterior. The product has a pot life of two minutes, is applied at room temperature and subsequently cured using an infrared heat source at 60 to 70 degrees Celsius. Teroson PU 6700 ME is ideal for bonding different materials. The product can be used for metal, wood and most plastics and on painted surfaces. The adhesive cures in around ten minutes, regardless of the ambient temperature and the humidity level.

Low odour and low bloom: Loctite 403, 408 and 460
Loctite 403, 408 and 460 are three improved instant adhesives from Henkel that can be used for bonding virtually any materials. Already market leaders in terms of health and safety, these products now offer even better performance.

The three Loctite instant adhesives are suitable for bonding almost all materials, from plastic through metal to rubber. Thanks to a special formulation, they do not irritate the skin, nor does their safety data sheet list any hazard symbols or chemical substances that pose a risk to health. In launching these improved products, Henkel is strengthening its portfolio of innovative solutions with regard to occupational health and safety. The improved formulation has higher moisture tolerance and leads to a longer lasting bond.

Long processability, straightforward mixing: Terokal 5010 TR
Terokal 5010 TR, the two-component material being unveiled by Henkel at Automechanika, is an entirely new solution for the perfect repair of body damage ? and far superior to hot soldering using tin. The product, which is sold under the Teroson brand name, has been tested by the ?Allianz Zentrum fuer Technik? with positive results.

For workshops, the use of Terokal 5010 TR offers significant time and labour savings. In contrast to working with tin, no high temperatures are required and the vehicle components do not have to be dismantled and then fitted again following the repairs. Neither is there any impact on the plastic components close to the repair, as the application and curing temperatures are no higher than if the vehicle was standing in bright sunlight.

New flange sealant silicones suitable for throughout the vehicle
Sealing mechanical components is made even easier with Loctite new silicone products, Henkel is unveiling at this year?s Automechanika in Frankfurt. The innovative premium silicones were developed to satisfy the highest demands in automotive repair shops. Henkel is completing and optimising its silicone sealant line with two new products Loctite SI 5660 and Loctite SI 5990 in addition to the well-known Loctite SI 5980 Quick Gasket. The silicones can be used for sealing a variety of components on the vehicle, for example in the engine compartment they are used on the oil pan, water pump and valve covers. All three products adhere to both metals and plastics.

Henkel, the world?s largest manufacturer of adhesives, sealants and surface technologies, supplies the innovative products in a user-friendly ready-to-use cartridge developed especially for workshops. The sealant is applied from the pressurised cartridge through the integrated nozzle, without the need for an additional dispensing device.

Environmentally compatible corrosion protection at OEM level
Free from volatile organic compounds, or VOCs, the Terotex Aqua product line from Henkel is designed for corrosion protection on vehicles. Working with the products does not pose any risks to the user?s health, while the repair shop can reduce its VOC emissions.

Welded metal repairs, new body panels, retrofitted spoilers, tuning components and even spare parts are used during the repair work all require comprehensive corrosion protection. In most cases, only a primer has been applied to the parts and this is insufficient to prevent corrosion occurring in the long term. In addition, the existing corrosion protection may have been removed or damaged by welding, cutting or grinding work and the associated high temperatures. The result is weaknesses in the body that compromise the safety, comfort and look of the vehicle.

For comprehensive corrosion protection, Henkel has developed the Terotex Aqua product line for the auto repair industry. This high-quality coating range guarantees maximum corrosion protection and, because it does not contain solvents, also offers an environmentally friendly alternative to conventional products. The products do not pose any health risks for the workshop employee, while the workshop can reduce its VOC emissions in compliance with legislation.

Further training initiative with added value benefits for practitioners
Messe Frankfurt has launched a ?Further training? campaign as part of this year?s Automechanika. An important component of the campaign will be the ?accident damage repairs? training package. Julian Assange lashes out at President Obama's UN free speech comments

WikiLeaks founder, Julian Assange, mocked President Obama in a video addressed to the UN Wednesday. He asked how Obama could support freedom of speech in the Middle East, but not in the context of WikiLeaks?

Assange, who has been holed up in the?Ecuadorean Embassy?since June to avoid extradition, made the comments at a packed event on the sidelines of the?United Nations General Assembly.

Assange mocked Obama for defending free speech in the Arab world in an address to the?United Nations?on Tuesday, pointing to his own experience as evidence that Obama has "done more to criminalize free speech than any other US president."

"It must have come as a surprise to the Egyptian teenagers who washed American teargas out of their eyes (during the Arab Spring) to hear that the US supported change in the Middle East," Assange said.

"It's time for President Obama to keep his word ... and for the US to cease its persecution of WikiLeaks," he said.

Assange's combative comments, plus statements made by Ecuadorean Foreign Minister?Ricardo Patino?and his other allies at the event, suggested no solution is in sight to the diplomatic standoff surrounding the 41-year-old Australian.

British authorities have surrounded the?Ecuadorean Embassy?and said if Assange sets foot outside, they will arrest him and extradite him to?Sweden?to face rape and sexual assault allegations.

Assange's lawyers and?Ecuador's government?fear that could lead in turn to extradition to the?United States, where they say he would face "inhumane" prison conditions and even the death penalty.

Assange, who looked to be in good health as he sat at a desk in front of a bookshelf and addressed the 150 or so people at the event, said Britain and?Sweden?have so far refused to provide guarantees he would not be extradited to the United States.

US and?European government?sources have countered that the?United States?has issued no criminal charges or launched any attempts to extradite Assange.

Patino is scheduled to meet with British Foreign Secretary?William Hague?in New York on Thursday to discuss Assange, and he said there are "multiple paths" that could lead out of the standoff. Yet, in an interview with Reuters following the U.N. event, Patino made clear that?Ecuador?is not willing to cede much ground.

"The ball's in their court right now," Patino said.

Patino held in his hands a mimeographed copy of an 1880 agreement signed between Britain and?Ecuador, which he said prohibits extradition in cases such as Assange's. He said he would show the document to Hague on Thursday.

Patino rigorously defended?Ecuador's decision to grant political asylum to Assange, expressing disbelief that Britain is "determined" to arrest the former computer hacker even though he said there are no criminal charges against him. "This means you have reason to suspect he's being persecuted," Patino said.

He said Assange is in relatively good spirits but expressed concern his physical and psychological condition could deteriorate.

"I think of myself, how I'd react in that situation, not being able to go outside, being isolated," Patino said. "It's practically like being jailed."

Surveying Victoria's Philanthropic Giving | Pro Bono Australia

Communications agency, Think HQ, on behalf of The Office for the Community Sector (OCS) is undertaking a survey of philanthropic giving in Victoria.

The notion of giving is being defined broadly to encompass the giving of time, skills and money.

The OCS says the survey focus is on the role that everyone has to play, including individuals and the government, business, philanthropic and community sectors.

An online survey has been created to explore the current state of giving in Victoria and ways to promote, celebrate and make it easier to give to community organisations in Victoria.

The short survey should only take up to 10 minutes to complete and is divided into specific sections:

University of Calgary geography professor predicts serious consequences for the planet

Think of the poor hamster on the treadmill. Steadily picking up speed and caught up by the momentum, unable to stop until it is overwhelmed and sent tumbling, crashing out of control inside the spinning wheel.

That's the analogy John Yackel, head of the Department of Geography, makes when he considers the annual summer ice melt in the Arctic, which he's been closely monitoring for the past 15 years, documenting the ice cover as it has steadily shrunk in the wake of Arctic and global warming.

Last week marked the unofficial peak, or the end of the summer ice melt, with ice levels more dramatically diminished than at any time since satellite monitoring began 33 years ago.

The previous record low for Arctic sea ice extent was set on September 18, 2007 with a 4.17 million square kilometer ice cap. That was shattered this year by the end of August when it had melted to below 4 million square kilometers. "This the smallest minimum ice extent we've ever had, and not just in the satellite record, but probably in the last million years," says Yackel, a sea ice geophysicist and climatologist. From the patterns he has observed, this year's extreme melt could be the beginning of a frightening trend.

Yackel and the university-based Cryosphere Climate Research Group use satellite technology to research the physical properties of Arctic ice.

As recently as the 1980s, most of the ice in the Arctic Ocean was "multi-year ice" thick ice that would remain throughout the summer. At that time the split between multi-year ice and seasonal ice ice that would melt away in the summer was about 80 per cent multi-year and 20 per cent seasonal. "In the last 20 years we've almost gotten to the point where we've reversed that ratio and that's significant because the seasonal ice is so much thinner than the multi-year ice and it will melt easily come summer," Yackel says.

Yackel predicts the ice extent that covers the Arctic Ocean "is likely to be gone in the summers within the next 20 to 25 years, if not sooner."

The depleting ice cover in the Arctic Ocean would have serious ramifications for the planet. Arctic ice acts as a reflector of sunlight, helping regulate the Earth's temperature, cooling the climate. "When there's no longer that sea ice below the air mass and it's just open ocean, that's when more moisture off the ocean's surface gets into the atmosphere and the water vapor in the atmosphere makes for more violent storms," says Yackel. "We can also expect to see an increase in storm frequency and storm intensity for most of the world's populated places as the Arctic and Earth continues to warm."
